Payments Systems Regulator hires three heads of department ahead of April launch

The UK’s Payments Systems Regulator has appointed three heads of department to lead the new organisation.

Carole Begent will join the economic regulator for the UK’s £75 trillion payments industry as head of legal. Mark Falcon has will be made head of regulatory policy and strategy, and Louise Buckley will become head of stakeholder engagement and communications.

Carole will join the Payment Systems Regulator from the Competition and Markets Authority (CMA) where she is senior legal director of Mergers, Markets and Sector Regulation on April 1st when the organisation becomes fully operational.

Most recently, Mark has been part of Hutchison 3G UK (Three) as head of economic regulation. He will start his new role on 2nd  March 2015. Louise joins the regulator on 26th January from Stracey Wheeler Consulting Ltd where she is a director and senior communications consultant, most recently working with Ofqual, the UK’s qualifications, examinations, and assessments regulator.

“We have accomplished much since we were incorporated last year, not least our November consultation paper that set out a comprehensive road map for regulation,” said Hannah Nixon, the Payment Systems Regulator’s managing director. “Our focus is now on finalising our approach then delivering it as we go live in April. Carole, Mark, and Louise will play vital roles in driving forward this agenda.”
